Downtown Bellingham Waterfront District Pop-Up Container Market: Developing an Inclusive Waterfront

In November 2019, the Whatcom Community Foundation issued a grant to landscape architects/urban designers Kristi M. Park and Katy M. Scherrer to conduct community engagement activities for the Phase I Pop Up Container Village in Bellingham's Downtown Waterfront District.

We are thankful to the Whatcom Community Foundation for their support, flexibility, and innovativeness to work with us as we pivoted efforts from in-person community gatherings to create an online report that promotes inclusive temporary site-activation for Bellingham's Downtown Waterfront.

Within this report, we discuss the Pop-Up Container Village project as a case study, a summary of (pre-pandemic) Waterfront oriented engagement efforts, and a proposed inclusive placemaking methodology to further inspire inclusive interim uses at the Waterfront as it awaits permanent development.
